Course Description 

No matter their area of practice, social workers and human service professionals encounter systems that present challenges that seem to be beyond their control. This workshop will provide knowledge and tools to equip practitioners to be effective advocates for policy and legislative change.

Focusing on the legislative structures and process, participants will complete exercises to enhance their understanding of government, and comfort engaging in the policy advocacy. Participants will work individually and in breakout groups to identify targets for advocacy, analyze legislation, and make plans to contact elected officials about issues that impact their clients and practice.

Learning Objectives

By the end of this training participants will be able to:

• Understand the importance of political engagement for social workers in all practice settings.
• Identify practice behaviors and strategies used in organizing and advocacy.
• Identify organizations and personal networks to find opportunities to get involved around specific social work issues.

CEUs

Two (2) CEUs will be awarded to attendees that participate in the full webinar. Partial credit will not be awarded.

Meet Your Presenters

Dr. Patrice Palmer, Reentry Social Support Specialist, Franklin County Justice Policy Programs

Dr. Palmer is a leader on the front lines as a criminal justice reform advocate, reentry consultant and an agent of change.  Her work extends local, state, and national levels.  She has spoken with the congressional staff in Washington DC on behalf of reentry, criminal justice reform, and the 2nd chance Act.  Her dedication and compassion for the work of restoration earned her an induction into the Hall of Fame at The Ohio State University College of Social Work 2019, a Full Governor pardon 2018,  Employee of the Year 2018, a President Barack Obama Presidential Life Time, Achievement Award 2016 and the Jerry Revish restored Citizen of the Year Award 2016.  Dr. Palmer has been an active force for several legislative bills in both the House of Representatives and the State Senate.  She has testified on behalf of bills that improve reentry and the reintegration process. 

Dr. Palmer presently works for the Office of Justice Policy & Programs a Department of Homeland Security & Justice Program as Reentry Social Support Specialist and is Developer and Lead Facilitator for Pathways for Women’s Healthy Living Program in the Franklin County Correctional Center II.  Through out-of-the-box thinking and personal experiences, Dr. Palmer’s audacious advocacy has been able to power through hurdles and obstacles on both administrative and programmatic levels.

Dr. Palmer’s work history includes Program Director and Founder of the Therapeutic Communities at Chillicothe’s Correctional Institute, and Operations Manager for NISRE.  Under her leadership she established and developed “EPW” The EXIT Program for Women. Dr. Palmer is a Licensed Social Worker, Prevention Specialist, and a Community Advocate for social change, Criminal Justice reform advocate, and Ordained Elder of Ministry.  Dr. Palmer holds a Baccalaureate and a Master of Social Work Degree from The Ohio State University and Doctorate of Divinity & Theology from Word of Life Christian Fellowship with Ambassadorship appointment.   Her mandate is to operate as a repairer of the breach to restore and rebuild individuals, families, and communities by enhancing their quality of life.

In addition to her work, Dr. Palmer spends her time volunteering with those affected by criminal justice involvement, abuse, addiction, and trauma. A Certified Creator  for PeaceLove Art Workshops, a Program Developer for Chosen4Change, the former President of Raising the Bar Prison Ministries, and a participant at the National Prison Justice Summit. Dr. Palmer is leading the way in helping her community. As Dr. Palmer states, “If we can restore the value, dignity, and worth of a person, we return a more productive citizen back into society.”

Steve David, Director of Advocacy, OSU CSW

Steve David, LSW joined the College of Social Work in 2016, and currently serves as the advocacy director. His work focuses on creating opportunities for social workers and students to expand their advocacy skills and political involvement.

Steve has developed trainings on activism and advocacy practice, and conducted workshops to equip social workers with skills to discuss voter engagement with clients in their existing practice settings. He also coordinates the college’s annual DC advocacy trip, which takes students to Washington, D.C. to elevate social work issues on the federal level.

An active member of the Columbus CARE Coalition, Steve has been involved in the efforts to spread awareness about trauma to service providers and neighborhoods across the city. He participates in the CARE Community Trauma Resource Team, which conducts neighborhood outreach following incidents of community violence.

Before coming to the College of Social Work, Steve served as the communications manager for the ACLU of Ohio. He managed media relations, website content and promoting campaigns around free speech, voting rights, and criminal justice reform.

Steve also teaches social welfare policy as a staff lecturer in the College of Social Work. He and his wife are both licensed social workers, and live in south Columbus with their son.
